Medium Speed Electric Vehicle Initiative Welcomes your Support and Participation

 

Who wants to revive the electric car? What is that you say, a Tesla is not in your budget!

 

There are some other electric cars that are more affordable and can go full speed but the largest numbers of electric vehicles available are all neighborhood electric vehicles or NEVs. The problem with these is that they are limited to going 25 miles per hour. The medium speed electric vehicle initiative wants to change that speed limit to 35 miles per hour.

 

The medium speed electric vehicle initiative started in Montana and Washington State and we are bringing people together to get it going here in California. It simply sets up specifications that are needed to allow NEVs to be able to go 35 miles per hour and be registered and insured legally. These specifications need to be added to the California vehicle code.

 

The plan is to get the California Legislature to pass a bill that will let this become state law. This would not only allow people to use these vehicles but it would put very strong pressure on the Federal Government to deal with this issue.

 

That means that we need to get sponsors for the bill and to rally support for the effort. We need one or more sponsors in both the State Assembly and in the State Senate. These sponsors will need support from lots of their colleagues so we need representatives on board from all over the state.

Lets include electric two-wheel vehicle in this initiative while we are at it!

 

While we are doing this we can also include specifications for medium speed electric mopeds. Electric mopeds are limited to going 30 miles per hour in California, which is just not fast enough. Going 40 miles per hour allows these two wheel vehicles to keep up with traffic and create a much safer riding experience.

 

The problem is that bikes that go over 30 miles per hour need to meet safety regulations for motorcycles. This means testing and a review process that is designed for superbikes that go 120 miles per hour. That process has taken over two years for the people who have tried it. It is a serious barrier to adopting the new technology. A list of simple specification can be identified that will allow a bike to be safer at 40 miles per hour than one would be at 30 miles per hour.

 

Understanding the problem with low speed limits on these vehicles.

 

The problems fall into two categories – Safety and Utility.

 

The problems are about the same for a NEV as they are for an Electric Moped.

 

Safety

 

Safety is an issue because slow moving vehicles are subject to a number of unsafe conditions. The first thing you will notice is faster cars tail gating you. That means you are a fraction of a second away from a rear impact if anything goes wrong in front of you.

 

The second thing that happens is excessive lane changing from the vehicles behind you. With a whole line of cars changing lanes to get around you that is a hazard to cars in both lanes and that hazard could end up creating impact on the NEV or the moped.

 

Then there is the illegal passing that occurs when people pass the slow moving vehicles by using the turning lane. That can result in them having to return to the lane the slower vehicle is in as an emergency response to on coming traffic. It also creates the possibility of a head on collision with oncoming traffic if someone moves into the turning lane from the other direction.

 

Then there are the people who think it is cool to pass on the right at 25 mile per hour when there is only one lane. A car door opening means lots of damaged vehicles and people when this is going on.

 

There are other things that happen because people in fast vehicles are rushing to a red light and get impatient with slower vehicles. The new speed limits proposed would reduce these by 70 percent or better.

 

Utility

 

We need to get sustainable vehicles on the road today, not two or three years from now. The NEV and Moped speed restrictions reduce the utility of these vehicles and are limiting their niche in the market place. There are larger areas of our metropolis where traffic does not move much faster than an average of 35 miles an hour. The new speed limits will make these vehicles much more competitive with gas vehicles for off freeway use.

 

When this increase in utility is added to the increase in safety from the higher speeds then these vehicles become much more desirable.

 

Increasing the speed limits should more than double or triple the number of these vehicles being put into use. Not only does that mean more EVs on the road but it means a higher volume for the manufacturer and for distribution. This in turn will improve the profits for these companies. That profit will allow additional marketing and new products being available more quickly. It will give those companies what they need to produce a full speed vehicle and bring it to market.

Stop the growth of private jets in SM at the rally for runway safety

 

Private Jets and Helicopters are possibly the least sustainable forms of transportation. They produce major pollution – both noise and air. They get gallons per mile not miles per gallon and carry very small numbers of people. Here is a chance to stop their growth in our community.

If there is one time to “air” your airport safety grievances, this is it. Why?

 

* In 2006, there were 137,000 landings and take-offs (including 18,000 jets) at Santa Monica Airport. We have no Runway Safety Areas to prevent planes which land too fast, or fail to take off, from crashing into nearby homes.

* The Federal Aviation Administration’s latest sub-standard safety proposal, to be presented to the City Council on August 28th, will not adequately protect us from the increasing number of larger and faster planes flying into our neighborhood. The FAA is playing “runway roulette” with our lives.

 

* Representatives Henry Waxman and Jane Harman, dissatisfi ed with the FAA’s proposal, are sending representatives to the Council meeting. They want to hear from the community. The city is doing an analysis of the engineering and safety implications of this latest FAA proposal.

 

The FAA is sending a rep to the August 28th City Council meeting to discuss the proposal, which seems to be designed to protect the aviation industry, rather than the residents of Santa Monica.

 

Residents are organizing a Rally for Runway Safety on Tuesday, August 28th, at 5:30 PM in front of City Hall, to be followed by speeches to the City Council during public comment at 6:45 PM.

 

Congressman Henry Waxman and Congresswoman Jane Harman are sending representatives to the Council meeting to hear what the community has to say. Waxman and Harman have the power to resolve these problems.

 

If the thought of large, fast planes running off the west end of the S.M. Big Idea from the Biodiesel Community Conference
Biodiesel for School Buses

 

We had a great event at the Conference with over 150 people showing up! A great idea came out of our work on the education side.

 

What would happen if we could get all the
School Buses in California using Biodeisel?

 

* The children would get cleaner exhaust to breath compared to regular diesel.

* That would reduce asthmatic reactions.

* The children would become aware of renewable fuels.

* Their parents would become aware of renewable fuels.

* The conversion for each school district could become news and get media coverage.

* The fuel would be put to the best possible use – helping kids stay healthy verses running long distance trucks or other invisible uses.

 

How can we help this to come about?

 

- The first step is to support the legislation tied to AB 70 - see legislative section below by clicking here.

- We can support the Green Ambassadors in their networking and education program.

- We can contact the science teachers at our local schools and see if they would want to educate their kids about renewable fuels and Biodiesel. If you find such a teacher we can get people to come and do the talk.

Asthma is becoming a huge problem for our kids and we can help that while promoting our sustainability cause.

With over 150 people showing up at this event and a fantastic group of organizers making this happen, this turned out to be a great event. We are working to follow up on the goals we set and look forward to great results from all of this.

The United States consumes 21 million barrels of oil a day with the majority going for transportation. Cars and light trucks emit 20% of the nation's carbon dioxide pollution, the heat-trapping gas that causes global warming and that number is growing. The International Energy Agency has joined the choir of those saying peak oil is real and imminent. The times they are a changin' and the Alternative Fuel Vehicle Institute (AFVi) is pleased to announce the Alternative Fuels & Vehicles National Conference + Expo, May 11-14, 2008. Las Vegas, Nevada is the place to be for learners navigating the evolving alternative fuel marketplace.

The 14th annual conference is expected to attract 2000 key experts and end users to accelerate the commercial adoption of alternative fuels, vehicles, and advanced transportation technologies. It takes place at the Rio All-Suite Hotel.

The program emphasis is on alternative fuels, alternative fuel vehicles and advanced transportation technologies, vehicle emissions, and policy.

The expanded Expo includes auto manufacturers, technology developers, heavy-duty and bus manufacturers, engine manufacturers, component suppliers and developers, fuel suppliers, government agencies, universities, as well as environmental and industry associations.

The Ride-n-Drive features the largest display of light-, medium-, and heavy-duty alternative fuel vehicles available today.

Fleet Day is Tuesday, May 13, and focuses on the topics and products that help fleets make informed transportation choices.

The Santa Monica City Environmental Programs Division is putting on a screening of the movie and we can help move things forward by getting word out and doing the tabling thing there. Please let me know if you would like to table with the Club.

 We are co-sponsoring a screening of Who Killed the Electric Car on the Santa Monica Pier and would like to invite you to participate. If you are interested please let me know.   1. We have room for up to a dozen individual tablers/displays that occupy approximately 10’x10’ each. No fees.
  2. We encourage all participants to load-in between 5:00pm and 6:00pm. They must have all materials on site and ready to roll no later than 6:30pm.
  3. We provide parking in the 1550 parking lot (north of Pier) with drive-on privileges for the Pier to load/unload only.

Getting your Sustainable Ride

This is for those of you who would like to try out using electric scooters and do not want to put a lot of cash into the experiment. They are fun – they run errands really well – they can handle short commutes.

These are a great way to try out using this technology. They are good little bikes that can solve a specific part of the sustainable issue. They solve the cold start problem for local trips. Cars run cold for the first few miles of every day. That is when they use the most gas and create the worst pollution. Using a scooter like these will let you run local errands with zero emissions.

 

I have three bikes and the one closest to these is great for trips to the farmers market, the cleaners, Trader Joes, the local coffee house and local restaurants. You can put one bag of groceries on the back, one between your feet and a third in your backpack if needed. There is a special technique for picking up your dry cleaning – call me!

 

I could use this for my commute as I live near my work.

 

This is a good starter bike. When you decide you want more power and range that is available also. My starter bike is my back up for my bigger bikes for when I forget to charge or I am waiting for a part.

 

At this price there is no excuse for polluting your own neighborhood with cold start trips.

Getting your Sustainable Ride

 

Test results on Silicon Batteries

 

One and a half years of testing has been completed on the new Silicon batteries from China. Here is a summary of the results. The tests have been with the Green Saver Brand.

One test was on a 1500 Watt brushless motor at 48 volts. The bike started with 27.5 mile range. That set got approx 1000 kilometers before the range dropped down rapidly to around 15 miles per charge. The batteries continued to decline for another 3-400 kilometers until the range fell below 10 miles.

The second test was on a 2000 Watt brushless motor at 60 volts. The bike started with 25 mile range. The charging cycle was managed by using a timer that reduced over charging. That set got approx 1500 kilometers before the range dropped down rapidly to around 15 miles per charge. The fell below 10 miles fairly rapidly from there and the decline was accelerated by testing them with a load tester.

The batteries really benefit from being protected from trickle charging. The trickle charge can cause off gassing and faster range reduction. A timer on the charger definitely extends the life.

This trickle charger timing method was an idea given to me by an E-Max rider. They use a different brand of Silicon battery but had a similar experience.

The bottom line is that these batteries are efficient and have good density but they have approximately 150-200 cycle life expectancy. This is much like your standard AGM batteries but with better density. The lightweight and compact size are an advantage but the short life cycle is a real concern. If the replacement cost was reasonable they might be worthwhile but that is not currently the case here in the US.

 

The scooters that are coming in with these should still be worthwhile and there are replacement batteries you can use now. The other thing that is happening is that lithium batteries are coming down in price and are being tested by several people for use in these scooters. There is also at least one nickel metal Hydrid battery company that is interested in creating packs for this application. There is a good chance one or both of these options will be available when current Silicon batteries have run their course.

 

Lithium batteries should get these bikes up to the fifty-mile range factor that will really make a difference.

However, Plug In America wants to see the cleanest, most renewable grid possible so plug-in cars can be totally zero-emission vehicles. Bring on solar and wind
Did you know the U.S. right now gets only 2% of our electricity from clean energy sources like solar and wind? Electricity is cleaner than petroleum, but the grid should be much more renewable. We have the technology. We know people want it. We just haven't had the political will.

But Congress is voting this week on H.R. 969, a bill that will dramatically boost solar and wind energy. If it passes, it'll be like taking 37 million petroleum burning cars off the road.1 Along with the rest of the energy package, it'll be the biggest step in two decades toward a clean planet and affordable energy. We can then put plug-in cars on a cleaner, more renewable electric grid.

Big oil and coal are fighting the bill hard, because it would undercut their stranglehold on our economy. That's why Congress needs to hear from the public that clean energy is a priority. So, today we're asking you to sign this petition:

"Congress must act now to move our country toward a clean energy economy based on solar and wind power by voting yes on H.R. 969, the Federal Renewable Energy Standards Act."

This is the moment on energy that we've been waiting for.

The bill requires utilities to increase the percentage of electricity produced from wind, biomass, geothermal, and solar energy sources. If it passes, utilities nationwide will produce 20% of their electricity from renewable energy sources by 2020. This bill alone will reduce 511 million tons of global warming pollution.

Already, over twenty-one states and the District of Columbia have adopted similar requirements. It's a tested and proven solution.

And because the bill allows utilities around the country to buy and sell extra renewable energy they produce, that means more competition and lower prices.

Investing in renewable energy sources would not only curb global warming and protect the environment-the bill is projected to create over 185,000 new jobs, save consumers over $31.8 billion on their energy bills, and provide almost $67 billion in new capital investments in the next couple decades.2

Whether one believes in global warming or not, taking steps to reduce our dependence on non-renewable fuels like oil makes sense. It will result in a cleaner, healthier environment for future generations, wean the nation slowly off its dependence on oil and save consumers millions in energy costs.3

Getting School Buses Healthier with BioDiesel - SB70

 

This bill needs support and attention to get Scholl buses healthier. There are lots of programs to get buses converted over to using Natural Gas (CNG and LNG). While this gets very clean exhaust it is not a renewable fuel. The conversions are also very expensive and are taking time. Biodiesel would cost a fraction and can be implemented very rapidly.

SB 70 is about using biodiesel in school buses (the following is right from the bill -- including any and all typos):

 

This bill would authorize school districts to use a biodiesel fuel
blend to operate all of the diesel-powered schoolbuses under their
control if certain conditions are met.

 

Article 5. Schoolbus Fuel


 39870. (a) (1) A school district may use a biodiesel fuel blend
greater than B20 to operate all of the diesel-powered schoolbuses
under its control if all of the following conditions are met:
 (A) Biodiesel blend fuel is cost competitive and readily
available, as determined by the school district.
 (B) The State Air Resources Board finds and determines in a public
hearing that the use of biodiesel fuel will not result in any
increase in an air pollutant or toxic air contaminant, based on a
full life cycle analysis of those emissions which quantifies
emissions from the production, distribution, sale, and use of the
fuel.
 (C) The use of the fuel will not result in the voiding of any
warrantees for engines or air pollution control equipment.
 (2) If a school district contracts with another government entity
or private entity to provide transportation services for any of its
pupils, paragraph (1) shall apply to that contract. However, this
requirement shall apply only to contracts entered into on or after
January 1, 2008.
 (b) The State Air Resources Board authorized pursuant to Section
39510 of the Health and Safety Code shall implement and administer
this section.
